The Town of Highland Planning Board has extended the public comment period for Camp FIMFO’s project application until March 11, allowing additional time for public input on Northgate Resorts’ proposal to redevelop Kittatinny Campground in Barryville into a large-scale resort-style campground

The decision follows requests from the Delaware Riverkeeper Network, an organization that has opposed the project, citing concerns over notification procedures and the initial timeline, which included the holiday season.

The public comment period was initially set to close on January 10 after the planning board unanimously accepted an updated Draft Environmental Impact Statement (DEIS) on November 20, as reported by River Reporter.

The extension gives stakeholders—including local residents, environmental groups, and industry professionals—more opportunity to assess the project’s potential impact. Camp FIMFO representatives acknowledged the board’s decision to extend the timeframe.

If approved, the project would involve a $40 million investment by Northgate Resorts to transform the existing tenting site into a resort-style destination. 

Plans include the addition of 148 RV park models and 64 permanently placed structures, each equipped with individual sewer and water hookups. 

Other proposed amenities include an aquatic play area, mini-golf course, bouncing pillow, and sports courts. The project also entails upgrading the campground’s deteriorating septic system.

A public hearing held on December 18 drew around 100 attendees. 

The discussion underscored divided opinions, with some concerned about environmental and infrastructural impacts, while others viewed the development as a potential economic boost for the region. 

Maya van Rossum, president of the Delaware Riverkeeper Network, has been vocal in her opposition, engaging in a discussion with former property owner Dave Jones at the hearing.

Large-scale investments like Camp FIMFO’s proposal reflect growing demand for resort-style camping experiences, yet also highlight the importance of balancing expansion with environmental and community considerations. 

For business owners, this case underscores the value of thorough environmental impact assessments and community engagement in the permitting process.
