As an Egyptian expert on Chinese politics and the policies of the Communist Party of China. I have been closely following the progress of Chinese-style modernization. So, I will attempt to summarize China’s modernization and its impact on the Chinese-style modernization, especially on the global economic situation and political landscape, especially for countries in the Global South during the holding of the meetings of the “Two sessions in China 2025.”.
The 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC), China’s top political advisory body, concluded its 10th Standing Committee Session on Sunday, March 2, 2025, in Beijing. Wang Huning, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the CPPCC National Committee, presided over the closing meeting and delivered a speech. Wang noted that the CPPCC National Committee focused on the central tasks of the Party and the state to perform its duties last year and made new progress in all its work, especially on the issues and mode of China’s modernization. Wang called on the political advisory body to make contributions in 2025 to advancing Chinese-style modernization and achieving the goals and tasks set in the 14th Five-Year Plan with high quality. He also urged efforts to ensure the successful convening of the third session of the 14th CPPCC National Committee. The meeting adopted documents including the draft agenda and timetable of the annual session, the work report of the Standing Committee of the 14th CPPCC National Committee, and a report on how to handle proposals submitted by political advisors since the second session of the 14th CPPCC National Committee. These documents will be submitted to the third session of the 14th CPPCC National Committee for review.
The plenary session of the two-session meetings will continue in China in 2025, which will primarily discuss issues related to further comprehensively deepening reform and advancing Chinese-style modernization, which are of great importance to the Political Bureau of the CPC Central Committee headed by Comrade “Xi Jinping” as General Secretary of the CPC Central Committee. A draft resolution on further comprehensively deepening reform and advancing Chinese-style modernization will be submitted to the plenary session for discussion during the upcoming sessions.
The “Two Sessions in China” meetings are keen to promote “Chinese-style modernization.”. We find out that the Chinese-style modernization has been a hot buzzword in China in recent years. It means modernization of the vast population in China, modernization of the common prosperity of the Chinese people, modernization of the harmony between material and spiritual civilizations, modernization of the harmonious coexistence between man and nature, and modernization of peaceful development. Chinese-style modernization brings new inspiration and new opportunities to the world.
The draft of the meetings of the two sessions in China in 2025 carefully analyzed the new situations and problems in advancing China-style modernization and scientifically planned the overall arrangements for further deepening reform. It was noted at the meeting that the draft is a programmatic document that guides the comprehensive deepening of reform in the new journey and demonstrates the determination of the Party Central Committee, with President “Xi Jinping” at the core, to open up broad prospects for China-style modernization through further deepening reform. In addressing the goals and objectives of further reform, the meeting said that China will complete the building of a high-level socialist market economy by 2035. It added that the governance system and capacity will be basically modernized, and socialist modernization will be basically realized by 2035. The meeting specified the principles to be adhered to in promoting reform. The meetings of the two sessions in China in 2025 also stressed adhering to the overall leadership of the Party and safeguarding the authority of the Party Central Committee and its centralized and unified leadership. It emphasized the people-centered philosophy, saying that the fundamental position and creativity of the people should be respected. The meeting also stressed the pursuit of innovation while sticking to what has been done correctly.
The members of the two sessions in China stressed that socialism with Chinese characteristics should be firmly adhered to, and innovation should be explored from theoretical, practical, institutional, cultural, and other aspects. The meeting also called for institutional improvement and high-level design improvement, emphasizing the importance of deepening reforms and advancing Chinese-style modernization under the rule of law. The meeting also stressed the importance of adopting systemic thinking to balance the fundamental relationships between economy and society, between government and market, between efficiency and integrity, between vitality and order, and between development and security as key elements for promoting Chinese-style modernization at home and abroad. The meeting pointed out that “the Party’s leadership is the fundamental guarantee for continuing to comprehensively deepen reform and advance Chinese-style modernization,” calling for turning the reform plan into a powerful driving force for advancing Chinese-style modernization.
As for what Chinese-style modernization can offer to the world and to the countries of the Global South in particular, we will find here that China stands in the world as the second largest economy and a major responsible country. It always puts world development and peace in the forefront of its modernization process. This is because Beijing is fully aware that it will only do well if the world does well, and vice versa.
Chinese-style modernization also makes China committed to making the world less poor and more equitable. By the end of 2020, China had lifted all rural residents living below the current poverty line out of poverty and achieved the poverty eradication target set in the 2030 Agenda for Sustainable Development ten years ahead of schedule. Commenting on China’s poverty reduction campaign, UN Secretary-General Antonio Guterres said that these achievements are “the greatest contribution to significantly reducing poverty.”.
Chinese-style modernization is more than just a matter of eliminating extreme poverty; it is about promoting shared prosperity, thereby reducing both the vast wealth gap and inequality that have grown alongside Western modernization. China seeks shared prosperity, and it deeply regrets that Western countries have never taken it seriously.
China’s embrace of modernization, by embracing shared prosperity and building a more just and equitable society, is a message of great importance not only to China and the Chinese people but also to the world. China, on its path to modernization, is sharing its development dividends with the rest of the world.
A case The point is the Belt and Road Initiative. The World Bank predicts that if all planned Belt and Road transport infrastructure projects are implemented, the initiative will generate global revenues of US$1.6 trillion annually by 2030, with up to 90 percent of these revenues going to partner countries in the developing global South.
In this context, the most important thing about the Belt and Road Initiative is that developing countries can benefit from the great experience embodied in China’s development. The Belt and Road Initiative gives them the opportunity to establish an industrial society and join the modern era. This bodes well for the long-term future of humanity and its modernization through China.
In addition, China’s modernization model makes China more committed to making the world greener and more biologically diverse. Considering that China ranks first in the world in the area of planted forests and the growth of forest coverage, it has contributed a quarter of the world’s new forest area in the past decade.
