Vietnam Launches Ambitious 2025 Tourism Stimulus Program and Visa Exemption Plan
The Vietnam Ministry of Culture, Sports, and Tourism has unveiled a comprehensive action plan to implement Government Resolution No. 11/NQ-CP, issued on January 15, 2025, alongside the 2025 Tourism Development Stimulus Program, themed “Vietnam Vẻo – Timeless Journey, Endless Love.”**
Driving Growth Through Visa Exemptions and Tourism Investment
The newly introduced program aligns with Resolution No. 11/NQ-CP, which grants visa exemptions for tourists from Poland, the Czech Republic, and Switzerland to stimulate inbound travel. Additionally, the initiative supports Resolution No. 25/NQ-CP (February 5, 2025), which sets ambitious economic growth targets while enhancing service quality and attracting a higher volume of international visitors.
Visa Exemption Policy for 2025
Under the visa exemption policy, tourists from Poland, the Czech Republic, and Switzerland can enjoy a 45-day visa-free stay for tourism purposes between March 1, 2025, and December 31, 2025. Visitors must meet entry requirements, including a passport valid for at least six months and participation in a tour organized by a licensed Vietnamese tour operator.
Vietnamese tour operators must submit official tour registrations to the Vietnam National Authority of Tourism (VNAT) to facilitate seamless travel arrangements for citizens of the three countries.
The Ministry of Culture, Sports, and Tourism will collaborate with local authorities, businesses, and tourism stakeholders to ensure the successful implementation of Resolution 11/NQ-CP. Promotional efforts will include:
- Organizing Vietnam Tourism Roadshows in Poland, the Czech Republic, and Switzerland.
- Hosting Vietnam Culture – Tourism Week in Poland and the Czech Republic to mark 75 years of diplomatic relations.
The Ministry of Public Security and the Ministry of National Defense will work closely to streamline entry procedures at international border gates, while airlines are expected to enhance connectivity and provide favorable conditions for international travelers benefiting from the visa exemption policy.
2025 Tourism Development Stimulus Program: A Vision for Growth
Vietnam’s 2025 Tourism Development Stimulus Program is designed to attract 22 to 23 million international visitors and 120 to 130 million domestic travelers, setting the stage for long-term industry expansion.
To enhance visitor experiences, the program will introduce exclusive offers, preferential prices, and upgraded tourism products, including:
- Entrance fee exemptions and discounts at major tourist attractions, historical sites, and scenic spots.
- Up to 50% discounts on services such as accommodation, food, entertainment, shopping, and wellness experiences.
- Special promotional events showcasing local culture, cuisine, heritage, and eco-tourism attractions.
The program will also promote multi-destination travel packages featuring:
- Cultural and heritage tourism
- Culinary tourism
- Golf tourism
- Eco-tourism and rural tourism
Additionally, visitors can expect a diverse lineup of major national and international events, including:
- Vietnam Marks Eight Decades of the Socialist Republic With Grand Celebrations and National Pride
- Half a Century Since Vietnam’s Historic Reunification Commemorated With Landmark Events and Tributes
- ASEAN Future Forum, Partnership Summit for Green Growth & Global Goals 2030, and the UNCTAD Ministerial Meeting.
- Flagship tourism exhibitions such as Visit Vietnam Year – Hue 2025, VITM Hanoi 2025, and ITE Ho Chi Minh City 2025.
The Vietnam National Authority of Tourism will work closely with stakeholders to organize fam trips, press trips, and industry seminars to showcase Vietnam’s emerging tourism offerings.
Collaboration and Digital Innovation for Tourism Growth
The 2025 Tourism Development Stimulus Program will be supported by a dedicated tourism stimulus website, where authorities, businesses, and tourists can access up-to-date information on tour packages, discounts, events, and special offers.
Local governments and businesses will play a crucial role by:
- Developing regional tourism promotion campaigns and organizing cultural festivals.
- Encouraging business participation in promotional events and incentive programs.
- Ensuring security, service quality, and compliance with tourism pricing regulations.
Tourism businesses and associations will collaborate to create attractive travel packages, featuring seamless connections between transportation, accommodation, sightseeing, and entertainment options.
Airlines and transport providers are encouraged to:
- Offer discounted fares and special promotions for group travelers.
- Expand direct flights, charter services, and increased flight frequencies to key international markets.
By strengthening partnerships across the tourism ecosystem, Vietnam aims to create a world-class travel experience, reinforcing its status as a premier destination for international visitors in 2025 and beyond.
